In March 2015, the City of Huntington Beach approved the revision of Chapter 5.24 of the Huntington Beach Municipal Code (HBMC) governing the massage industry and massage establishments. Part of this new ordinance includes the requirement of all massage establishments to apply for and maintain a valid Establishment Registration Certificate (ERC) issued by the Huntington Beach Police Department.
The issuance of an ERC ensures all establishments have registered with the Police Department and have also been made aware of the laws, duties, and requirements of owning or operating a massage establishment in the City of Huntington Beach. A massage ERC is only valid for one year and must be renewed annually. For additional information, please view HBMC 5.24 Massage Establishments.
HBMC 5.24.035(A)(2) requires new massage establishments to be no fewer that 1,000 fee from another massage establishments as measured from the property lines. Please contact the Business License office at (714) 536-5267 to verify an address and to obtain an application for a massage ERC and business license. Incomplete or inaccurate applications will not be accepted/approved until corrected. Additionally, if you currently owe any monies due to the City or are in violation of any chapter of the HBMC, your application will not be approved. It is illegal to operate a massage establishment in the City of Huntington Beach without a current and valid massage ERC.
Please be aware that non-compliance of the Huntington Beach Municipal Code will result in the issuance of Administrative Citations with fines starting at $250 and ultimately placing the ability to conduct your business in the City of Huntington Beach in jeopardy.
