Massage Establishment Requirements

MASSAGE ESTABLISHMENT REQUIREMENTS (effective March 2015)

In March 2015, the City of Huntington Beach approved the revision of Chapter 5.24 of the Huntington Beach Municipal Code governing the massage industry and massage establishments. Part of this new ordinance includes the requirement of all massage establishments to apply for and maintain a valid Establishment Registration Certificate issued by the Huntington Beach Police Department.

The issuance of an Establishment Registration Certificate ensures all establishments have registered with the Police Department and have also been made aware of the laws, duties, and requirements of owning or operating a massage establishment. Incomplete or inaccurate applications will not be approved until corrected. It is illegal to operate an establishment in the city without a current and valid Establishment Registration Certificate. Additionally, if you currently owe any monies due the city or any other permits required by the HBMC, your application will not be approved.
