Planning Major Projects - Rainbow Environmental Services Transfer Station

Project Name: Rainbow Environmental Services Transfer Station

Applicant: Rainbow Environmental Services

Location: 17121 Nichols Street

Project Summary

Rainbow Environmental Services is proposing to expand their existing transfer station and material recovery facility (MRF) to include approximately 193,150 square feet of new building area including two transfer stations, a secondary recycling building, office, and enclosure of existing MRF canopy. Rainbow's capacity is proposed to increase from the current 2,800 tons per day (TPD) to 4,000 TPD in a manner that would allow ongoing operations during construction. The acquisition of additional land would not be required. All improvements would occur within the existing facility boundary, and no off-site improvements would be required. The expanded facility would comply with stringent new regulations from South Coast Air Quality Management District and the California Integrated Waste Management Board through the use of state-of-the-art systems to control dust and odors, and monitor air quality. In addition, several functions that currently occur outdoors will be improved and enclosed, reducing noise and odor.

To comply with an Air Quality Management District Stipulated Order of Abatement, Rainbow received approval of a proposal to modify its master plan building footprint as originally approved under Conditional Use Permit No. 06-030 and Variance No. 08-011 and described above to allow an interim phase of improvements.
