On December 7, 2015, the City Council adopted Ordinance No. 4078, "An Ordinance of the City of Huntington Beach Amending the Huntington Beach Municipal Code by Adding New Chapter 2.70 Relating to Openness in Labor Negotiations." The Ordinance sets forth a process in which to increase transparency regarding the collective bargaining process between the City and City-recognized collective bargaining units (Associations). Amongst other transparency measures, the City will post a report of the fiscal impact of proposals within 20 days of the proposal being presented. The City will also post an accepted or rejected proposal from an Association within 24 hours of action by the City Council.
Note Regarding Posted Proposals:
The content of an Association’s proposal or counterproposal is left to the determination of the Association. A proposal may contain a narrative from the Association which seeks to explain the Association’s reasoning for requesting adjustments to wages, hours, and other terms and conditions of employment. The narrative and information contained within the Association proposal are the product and opinion of the Association and the City reserves the right to not agree with any statement, figure, or opinion contained therein.
